Bishop Steven Biegler is a native of Timber Lake, S.D. He has six brothers and six sisters. He was ordained a priest of the Diocese of Rapid City on July 9, 1993, and he was ordained and installed as the Bishop of Cheyenne on June 5, 2017. He earned a BA in Philosophy from St. Mary’s College while a seminarian at Immaculate Heart of Mary Seminary in Winona, Minnesota (1986-1989). He also earned a Bachelor of Sacred Theology from the Pontifical Gregorian University while a seminarian at the North American College in Rome (1989-1993). Later he completed a Licentiate of Sacred Theology from the Pontifical University of St. Thomas Aquinas in Rome (2006-2007).

As a diocesan priest, he served in several parishes and missions throughout western South Dakota. Also, he was the Director of Pastoral Formation and Apostolic Works at the North American College in Rome (2003-2006), and the chaplain of the Rapid City Catholic Schools and the S.D. School of Mines Neman Club (2007-2010). He served as the Diocesan Administrator of Diocese of Rapid City (2010-2011) and as Vicar General (2013-2017).

Currently, he serves on the USCCB Subcommittee on the Translation of Scripture Texts.

Ann Norwood is a native of Cheyenne, Wyoming. She graduated from Colorado State University in 1976 with a Master of Science Degree in Speech and Language Pathology. She had the privilege of serving the Cheyenne community as owner of a private practice in speech and language pathology for 35 years.

She has served as President of the Wyoming Speech and Hearing Association, Wyoming General Federation of Women’s Clubs, and the Women’s Civic League of Cheyenne. She has also been a member of Rotary Club and Zonta International, serving in various positions. She is currently a member of the Board for the Cheyenne Symphony Orchestra and the Cheyenne Regional Medical Center Foundation. She values the opportunities to serve others.

She has shared her life with her husband, Gary, a veterinarian, for 48 years. She has two children, Peter, a PGA golf professional and Mary, a forensic counselor and thus far, five grandchildren, all of whom are the loves of her life.

Edith Selby is a native of western Nebraska. She has lived, worked, and owned businesses in Wyoming her entire adult life, first in Torrington, then in Cheyenne, Laramie, Gillette, Jackson, Kaycee, and Casper. She brings a wealth of statewide private sector experience from energy, agriculture, manufacturing, retail, tourism, hospitality, and services. She also brings knowledge of the public sector from work experience, service on non-profit boards, and volunteer leadership positions at local, state, and regional levels.

Edith holds a Master’s Degree in Management from the University of Mary and a Bachelor’s Degree in Personnel Administration and Industrial Relations from the University of Wyoming. She is a lifetime certified Senior Professional in Human Resources. She has served on the Boards of Wyoming Medical Center, the Society for Human Resource Management, Natrona County Community Action Partnership, and Health Care for the Homeless Clinic. She has been actively serving in the Catholic community of Casper for over 30 years, and is a member of St. Patrick’s Catholic Church.

Edith has been married to Bob Selby for 22 years, and both enjoy the free time and travel opportunities that come with retirement.

Todd Peterson is a native of Torrington, Wyoming. He is a graduate of the University of Wyoming and the Pacific Coast Graduate School of Banking at the University of Washington.

Todd has served on the board of Saint Joseph’s Children’s Home for over twenty years and is presently it’s Secretary/Treasurer. He is a member of Saint Joseph’s Finance Committee. He has a passion for serving Saint Joseph’s and has assisted in legislative matters and annual Parish Appeals during his tenure on the board.

Todd also serves on the board and is past President of Goshen Economic Development Corporation, serves on the University of Wyoming College of Business Advisory Board, is President of the Eastern Wyoming College Foundation and is past President and member of the Torrington Rotary Club.

Todd recently retired after a forty-three-year banking career. He and his late wife, Maggie have four children, Andrea, a grade-school teacher, Ben, an attorney with the Wyoming Attorney General’s office, Joe, a social worker for a Maine Indigenous tribe and Kevin, an environmental geologist and seven grandchildren.

Todd is a member of St. Rose of Lima Catholic Church in Torrington.

Jean Chrostoski came to Wyoming in 2013 with twenty-eight years of experience in school administration in Illinois. She served as a school administrator in Wyoming for five years before taking her job as Chancellor in the Diocese of Cheyenne in October 2019. Her skills include school finance, personnel management, facilities management, policy development, and has experience working with service organizations including 19 years as a member of Rotary. Jean has two married sons – one who is a teacher and conductor of music in the St. Louis area, and the other is a researcher at Sandia National Laboratory in Livermore, CA. She is a member of the Cathedral of St. Mary Church in Cheyenne and lives in rural Cheyenne.
